  • An important message from NSF:

    Dear Colleagues:

    We are pleased to announce that a revised version of the NSF Proposal & Award Policies & Procedures Guide (PAPPG) (NSF 23-1) has been issued.

    The new PAPPG will be effective for proposals submitted or due on or after January 30, 2023. Significant changes include:

    • Revisions to incorporate Research.gov as the replacement for FastLane for proposal preparation and submission.
    • Information about the use of Broad Agency Announcements (BAAs) and the BAA Management System (BAAM).
    • Revisions to the certification for Responsible and Ethical Conduct of Research (RECR) for proposals submitted on or after July 31, 2023, which expands the training to faculty and other senior personnel as well as requires specific training mandated by the America COMPETES Act, as amended.
    • Use of Concept Outlines as a submission type and the Program Suitability and Proposal Concept Tool (ProSPCT).
    • Requirement for proposers to provide a certification regarding Safe and Inclusive Working Environments for Off-Campus and Off-Site Research.
    • Revisions to the Biographical Sketch and Current and Pending Support formats to include certifications from the individual (as required by the 2021 National Defense Authorization Act,  Section 223) regarding information being accurate, current, and complete.
    • Requirement for NSF program officers to request updated Current and Pending Support information prior to making a funding recommendation, in accordance with the NSPM-33 Implementation Guidance.
    • Requirements for use of SciENcv for the Biographical Sketch and Current and Pending Support documents.
    • Implementation of Build America, Buy America statutes.
    • New sections on Research Security and Scientific Integrity.

    You are encouraged to review the by-chapter summary of changes provided in the Introduction section of the PAPPG.

    NSF will present information about these changes at the upcoming NSF Grants Conference as part of the Proposal and Award Policy Update session on November 17th. Additional information and no-cost registration are available at: https://nsfpolicyoutreach.com/22-grants-conference/.

     While this version of the PAPPG becomes effective on January 30, 2023, in the interim, the guidelines contained in the current PAPPG (NSF 22-1) continue to apply.

    Department of Energy – Office of Science Webinar on Promoting Inclusive and Equitable Research

    The DOE Office of Science is adding new requirements to its solicitation process. Applicants must submit a plan to promote inclusive and impartial research (a PIER plan) with their research proposal. A notice from his Director of Science, Asmeret Asefaw Berhe, explains further. PM

    New NIH "FORMS-H" Grant Application Forms and Instructions Coming for Due Dates on or after January 25, 2023

    This notice informs the applicant and recipient communities of changes to grant application forms and application guide instructions for due dates on or after January 25, 2023.  See High-level Summary of Form Changes in FORMS-H Application Packagesfor a full list of form changes. Participating agencies will notify the community if it is determined additional changes are needed. These changes will be implemented with application form packages identified with a Competition ID of "FORMS-H" and associated application guide instructions. Additional guidance and confirmation of implementation plans will be provided in Fall 2022.

    The  fringe  benefit  rates  for FY 2023 and FY 2024 have been  approved by DHHS and become effective July 1st, 2022, in conjunction with the beginning of the fiscal year observed by SUNY. 

    The NYS rate applied to  the Salary Offset (IFR ) appointments has also  been  recently  updated with the FY 2023 rates. Please see the NYS Office of the State Controller Fringe Benefit and Indirect Costs webpage for more information on the NYS fringe benefit rates.

    Updated  F&A Rate Agreements with DHHS  incorporating the approved fringe benefit rates will be posted on RFSUNY's website, as well as our internal OSP/OGM website. While DHHS has provided the approval of the new rates, we are still awaiting the executed campus F&A Rate Agreement incorporating the approved fringe benefit rates.  We will provide an update when the executed agreement is received.  The most significant change is the Post-Doctoral rate at 23% which represents a 5 point increase from the FY 2022 rate (this large increase is being driven by higher than projected health care costs as well as an 18% increase in the postdoc salary pool).

    SBU's policy is to use the approved fixed and provisionally approved rates only. 

    The following rates are reflected in the Oracle business system, OSP/OGM's website as well as myResearch Grants, and should be used on all new proposals:

    Notice of Revised Salary Ranges for Postdoctoral Associates and Research Scientists

    Dear Faculty Colleagues,

    Stony Brook University takes great pride in the important roles of postdoctoral associates and research scientists in pursuing our mission of research and scholarly activity. These early career investigators and scholars provide our connection to the future as we help them prepare to become tomorrow’s leaders in science, engineering, medicine, arts, and humanities. To ensure that we adequately recognize and reward their efforts, we periodically review the salary ranges for postdoc and research scientist titles. Based on the most current regional information provided by Human Resource Services and the Office of Postdoctoral Affairs we are revising the salary ranges for these titles as follows:
    Postdoctoral Associate (RF)                  $50,000-$65,000

    Postdoctoral Associate (State)               $47,000-$62,000   (also receives $3,026 location pay)

    Senior Postdoctoral Associate (RF)       $57,000-$73,000

    Research Scientist (RF)                         $60,000-$80,000

    These revised salary ranges are effective July 1, 2022, and will help to ensure that Stony Brook remains competitive with other leading research universities in the Northeast.  

    Investigators and supervisors of individuals whose annualized salary falls below the minimum are advised to raise salaries to comply with the new ranges at the earliest opportunity. We understand that many postdoc and research scientist positions are supported by externally sponsored awards, which are typically fixed in their total amount, and therefore salary increases are subject to the availability of funds. Investigators with federal awards generally have the ability to re-budget within a grant or cooperative agreement. If re-budgeting is not possible or if other circumstances prevent a necessary salary adjustment, please make us aware. All new research proposals submitted through myResearch must account for the revised salary ranges, and we strongly encourage principal investigators to budget for annual salary increases.  

    More generally, we expect investigators and supervisors to review the salaries of postdocs and research scientists annually to ensure they are appropriately compensated and receive annual increases. Human Resource Services and the Research Foundation (RF) provide recommended amounts for salary increases annually. For RF administrative positions, President McInnis has authorized an across-the-board salary increase of 2% and a discretionary merit increase of up to 3% for FY22/23. We strongly encourage investigators and supervisors to use these percentage increases for postdoc and research scientist salaries, pending availability of funds. 

    All increases are expected to be reflected in the paycheck of August 26, 2022, retroactive to July 1, 2022. Across-the-board and discretionary increases will be added to base salaries. Additional guidance regarding this year’s compensation plan will be provided shortly by Human Resource Services. 

    Stony Brook values the contributions of our postdocs and research scientists, and believes that providing the most competitive salaries consistent with available funding, while also focusing on parity, will benefit our research enterprise.

     Updated NSF Pre-Award and Post-Award Disclosures Table and Current and Pending Support FAQs

     NSF has issued an updated version of the table entitled NSF Pre-award and Post-award Disclosures Relating to the Biographical Sketch and Current and Pending Support.  The table dated April 20, 2022 updates information on postdoctoral scholars, students, or visiting scholars and differentiates between research activities that are intended for use on the project/proposal being proposed and those that are not.  A definition of honorarium also has been added to the table.  In addition, the Frequently Asked Questions Regarding Current and Pending Support have been updated and new questions have been added.

    Notice of Fiscal Policies in Effect for FY 2022 (NOT-OD-22-105)

    This Notice provides guidance about the NIH Fiscal Operations for Fiscal Year 2022 and implements the Consolidated Appropriations Act, 2022 (Public Law 117-103), signed into law on March 15, 2022.

    FY 2022 Funding Levels: Non-competing continuation awards made in FY 2022 will generally be issued at the commitment level indicated on the Notice of Award. Any exceptions will be posted at the site listed under "Additional Information", below. Subsequent budget periods are funded based on the availability of appropriations, satisfactory performance, compliance with the terms and conditions of the award, and the continued best interest of the Federal government. The NIH awarding Institutes/Centers (ICs) will develop and post their fiscal policies consistent with overall NIH goals and available FY 2022 funds.

    Ruth L. Kirschstein National Research Service Awards (NRSA): Consistent with the recommendations of the Advisory Committee to the Director regarding the Biomedical Research Workforce, the NIH will increase NRSA stipends by approximately two percent for predocs and two percent for postdocs. The full range of stipend adjustments for FY 2022 is described in NIH Guide Notice NOT-OD-22-108.

    Salary Limits: Section 747 of PL 117-103 restricts the amount of direct salary to Executive Level II of the Federal Executive pay scale. Effective January 2, 2022, the salary limitation for Executive Level II is $203,700. Further information is described in NIH Guide Notice NOT-OD-22-076.

    NIH Guidance on Salary Limitation for Grants and Cooperative Agreements (NOT-OD-22-076)

    NIH has released the NIH Guidance on Salary Limitation for Grants and Cooperative AgreementsThis Notice provides information regarding the salary limitation on direct salary for individuals under NIH grants, contracts and cooperative agreement awardsEffective January 2, 2022, the salary limitation for Executive Level II is $203,700. 

    Please refer to the notice for the complete text and where you will find examples of Salary Application Requests, Salary Cap Calculations and Adjustments. If you have questions, please reach out to your OSP Specialist.

    COMING SOON: Users must sign in to Grants.gov with Login.gov credentials by February 21

    Grants.gov is always looking for ways to improve our users’ experience. We recently added an option for users who would like to sign in to Grants.gov with their Login.gov username and password. Login.gov is used by over 60 applications at 17 federal agencies and allows users to access multiple government websites, including Grants.gov, with a single username and password.

    If you have not signed up for a Login.gov account, you can do so here.

    Linking your Login.gov account to your Grants.gov account means you only need to maintain one set of credentials moving forward.

  • FORMS-G – We’re Ready, Are You?

    Hopefully, you’ve seen our notices (NOT-OD-22-018NOT-OD-21-169 ), tweets, and previous Nexus posts (Goodbye FORMS-F, Hello FORMS-GGoodbye DUNS, Hello UEI) regarding our pending transition to an updated set of grant application forms we refer to as FORMS-G. If so, you already know that you must use FORMS-G forms for grant application due dates on or after January 25, 2022 and FORMS-F for due dates on or before January 24, 2022. You might have even started preparing your FORMS-G application.

    Here are a few updates and tips to help navigate the transition.

    • The How to Apply – Application Guidepage includes application form instructions for both Version F and Version G.
      • Review the Significant Changessection of the Version G instructions to familiarize yourself with major instruction changes between Versions F and G.
      • Refer to our FORMS-G Annotated Form Setfor a visual representation of the new forms.
    • FORMS-G application packages are now available on many of our active funding opportunity announcements (FOAs).
      • We will complete the bulk of our updates by November 25, though package posting for small business and fellowship FOAs will continue into December.
      • Both FORMS-G and FORMS-F packages will be associated with our FOAs for a short transition period. Carefully choose the correct form package based on the targeted due date and Competition ID.
        • Tip – Use the application package Competition ID to determine the form version. If you aren’t sure what an application package “Competition ID” is or where to find it, check out Do I Have the Right Form Version For My Application?
        • Tip – Take advantage of the copy features in ASSIST, Grants.gov Workspace, and many system-to-system solutions if you need to move your application data from one version to another.
      • All of our FORMS-F packages are set to close on January 24, 2022 regardless of opportunity expiration date. This bulk change was made to help facilitate the transition. Application due dates remain unchanged. You must refer to the FOA for key date information (i.e., do not rely on the package close date reflected in ASSIST or Grants.gov).
    • The Biosketchand Other Support  pages currently have two sets of format page information – a tab for “Due dates on/after January 25, 2022” and a tab for “Due dates on/before January 24, 2022”. You MUST use the updated formats with FORMS-G applications.
      • Tip – Use the updated biosketch and format pages now. Since these format pages are used for attachments within the application and aren’t part of the application forms themselves, there is no need to wait for FORMS-G to use them.  
      • Tip – Check out our Biosketch FAQsand Other Support FAQs. If your question isn’t answered in our online resources, reach out to nihosbiosketch@nih.gov.
    • Unique Entity Identifiers (UEIs) are used with FORMS-G application in place of DUNS.
      • The System for Award Management (SAM) automatically issued UEIs for existing registrations and is assigning UEIs to all new registrations.
        • DUNS still required for SAM registrations until April 2022.
      • eRA is pulling SAM UEI data for organizations registered in eRA Commons.
      • ASSIST users can now see their UEI when using the “Click for SAM Registration Details” feature at initiation and within the FOA Information section of the application Summary Tab.
      • In early January, UEI information will be displayed in the eRA Commons Institution Profile (IPF).
    • Although our system updates are already in place for FORMS-G, updates to our Forms Libraryare still in progress. As a reminder, most of the forms included in the Forms Library are for reference only. Applications and reports must be prepared and submitted through our electronic systems.
      • If you are working on a Training application for the January 25, 2022 due date there is no need to update your training tables to FORMS-G versions since only the OMB approval date changed between FORMS-F and FORMS-G.

    NSF-approved Biographical Sketch and Current and Pending Support Format Updates

     Current and Pending Support Fillable PDF Updates

    Based on feedback from the research community and NSF Program Officers, NSF has incorporated functionality as of August 30, 2021, in FastLane and Grants.gov to remove any pages which do not contain data entered by users (i.e., blank pages) from the NSF-approved current and pending support fillable PDF. This trimming functionality will be integrated in Research.gov on October 4, 2021, in coordination with implementation of the revised PAPPG (NSF 22-1) for proposals submitted in Research.gov and project reports submitted in the Research.gov Project Reporting System.

    *The trimming service only applies to the NSF-approved current and pending support fillable PDF and not to any other uploaded PDFs. Current and pending support PDFs generated in SciENcv do not include blank pages.

    *The current and pending support fillable PDF document is paginated, and the PDF page numbers will not be updated during the trimming process. This means that it is possible for the trimmed PDF to have skipped page numbers corresponding to the blank pages removed from the fillable PDF. NSF Program Officers are aware of this potential occurrence in proposals submitted to NSF.

    *Proposers with in progress proposals as of August 30, 2021, can delete previously uploaded current and pending support fillable PDFs from their FastLane or Grants.gov proposals and then re-upload them to trigger the trimming service.

     Updated Biographical Sketch and Current and Pending Support SciENcv and Fillable PDF Formats

    *The updated NSF-approved biographical sketch and current and pending support formats will be available in September 2021 to preview before they are required on October 4th. The updated fillable PDF formats will be available for download from the NSF biographical sketch and current and pending support websites by September 3rd. Updated SciENcv formats will be available on the SciENcv Create a New Document screen by September 17th.

    *Biographical sketch format updates include increasing the page limit from two to three pages.

    *Current and pending support format updates include the addition of new sections for information on objectives and overlap with other projects to help NSF and reviewers assess overlap/duplication.

    *Although submission of the updated NSF-approved formats is not permitted (i.e., Research.gov, FastLane, and Grants.gov will not allow the 22-1 forms to be uploaded) until implementation of the revised PAPPG (NSF 22-1) on October 4, 2021, NSF is encouraging proposers and grantees to begin familiarizing themselves with the updated NSF-approved formats when they are available.

    The fringe benefit rates for FY 2022 and FY 2023 have been approved by DHHS and become effective July 1st, 2021, in conjunction with the beginning of the fiscal year observed by SUNY . You will be pleased to see that The Research Foundation negotiated a significant reduction of the Fringe Benefit costs for Regular Employees, Graduate Student and Post Doctoral appointments, allowing for lower costs to sponsored research awards. 

    The NYS rate applied to the Salary Offset (IFR) appointments has also been recently updated with the FY 2022 rates.  Please see the NYS Office of the State Controller Fringe Benefit and Indirect Costs webpage for more information on the NYS fringe benefit rates.

    NIH NOT-OD-21-073 Upcoming Changes to the Biographical Sketch and Other Support Format Page for Due Dates on or after May 25, 2021

    In an effort to support strong collaboration between Federal research agencies, NIH has made every effort to align the Biographical Sketch (Biosketch), Other Support format page and Application Form Instructions with the guidance issued by the Office of Science and Technology Policy Joint Committee on the Research Environment.

    As a result, this Guide Notice informs the extramural community that NIH has updated its application forms and instructions to support the need for applicants and recipients to provide full transparency and disclosure of all research activities, foreign and domestic.

    The updated forms and instructions will be required for use for applications and Research Performance Progress Reports (RPPR) submitted for due dates on or after May 25, 2021.

    The revisions serve as updates to the Biosketch and Other Support format page templates used as attachments in our current Forms-F application packages and RPPRs. The forms updates do not change the policies for Biosketch or Other Support.

    Next Generation Researchers Initiative Policy: NIH will prioritize meritorious R01-equivalent applications from Early Stage Investor (ESI) PD/PIs. By providing funding priority for ESIs, NIH intends to encourage funding applications that involve researchers earlier in their career in accordance with the policy established in FY 2017 and described in NIH Guide Notice NOT-OD-17-101.

    Salary Limits: Section 202 of PL 116-260 restricts the amount of direct salary to Executive Level II of the Federal Executive pay scale. Effective January 3, 2021, the salary limitation for Executive Level II is $199,300. Further information is described in NIH Guide Notice NOT-OD-21-057.

  • OGM News

    The RF Report Center will stop producing the Monthly Award and Monthly Project Summary PDF reports effective January 1, 2021. The last month that the report will be created is month end December 2020. Previously stored reports will be removed from the RF Report Center on March 1, 2021. 

    The monthly information contained in these reports is currently available in a more modern, simplified and intuitive manner in the RF Report Center. The replacement views are located in the “RF Activity Interface Reporting” and the “Principal Investigator” dashboards.

    To access the reports, click on the “Monthly Summary” tab in the top navigation and select either “Monthly Award Summary by Category” or “Monthly Project Summary by Category” from the dropdown menu. See the detailed instructions that demonstrate how to access these views in the attached document or at New Monthly Summary Report.

    Each view (Monthly Project/Monthly Award) allows users to drill down into the following sections. They may be used to create a PDF report if needed.

    • Monthly Award or Project Summary by Category (As of month-end.)
    • Cash Position as of Month-End (Note: This will only populate on the monthly award view.)
    • Outstanding Payroll Encumbrances (Note: This is an award to date view, not a month-end view as the data changes regularly. The objective is to provide what is current when viewed.)
    • Outstanding Supplier Encumbrances (Note: This is an award to date view, not a month-end view as the data changes regularly. The objective is to provide what is current when viewed.)

    CDMRP - New FY21 Policy on the Inclusion of Women and Minorities in Clinical Research

    This is to notify the research community of the recently implemented Fiscal Year 2021 (FY21) Congressionally Directed Medical Research Programs (CDMRP) Policy on the Inclusion of Women and Minorities in Clinical Research and associated changes to application requirements. In 2019, the DoD was directed by the U.S. Senate Appropriations Subcommittee on Defense to develop a plan to ensure the appropriate representation of women and minorities in its extramural research.

    It is now the policy of CDMRP that women and individuals from minority groups be included in all CDMRP-funded clinical research studies, unless there is a clear, justifiable rationale that it is inappropriate with respect to the health of the subjects or the purpose of the research.  As specified in the policy, applicants will be required to include a strategy for the inclusion of women and minorities in all clinical research (e.g., studies involving human subjects or identifiable human biospecimens or datasets) and submit an anticipated enrollment table(s) with the proposed enrollment distributed on the basis of sex/gender, race, and ethnicity at the time of proposal submission.  Additional post-award reporting requirements will be specified in the terms and conditions of applicable awards.

    "For Comment" VERSION OF THE NSF PROPOSAL & AWARD POLICIES & PROCEDURES GUIDE (PAPPG)

    NSF published a notice today in the Federal Register announcing the availability of a “For comment” draft of the Proposal & Award Policies & Procedures Guide (PAPPG). The Foundation is accepting comments from the external community until COB February 12, 2021. The draft PAPPG is available on the Policy Office website. To facilitate review, revised text has been highlighted in yellow throughout the document and explanatory comments have been included in the margins, where appropriate.

     

    This draft version will incorporate the revised 2 CFR §200: Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Award that was effective November 12, 2020. It should be noted that we have not highlighted the revised references throughout the document. Please note that if there is a discrepancy between the current PAPPG (NSF 20-1) and the revised 2 CFR §200, the applicable NSF award conditions apply.

     

    In addition, NSF also has released revised Frequently Asked Questions (FAQs) on Current and Pending Support. These FAQs are effective for proposals submitted in response to the current PAPPG (NSF 20-1).

     NSF DEMO SITE FOR RESEARCH.GOV PROPOSAL PREPARATION NOW AVAILABLE 

    The National Science Foundation (NSF) has launched the Research.gov proposal preparation demonstration site. The new demo site offers proposers the opportunity to create proposals in Research.gov with the role of a Principal Investigator (PI) prior to preparing and submitting proposals in the actual Research.gov Proposal Submission System. We invite you to try the Research.gov proposal preparation features on the new demo site, such as:

    • Initiating Research proposals (other proposal types will be added to the demo site as they are enabled in the actual system):
      • Single submissions from one organization
      • Collaborative proposals with subawards
      • Separately submitted collaborative proposals from multiple organizations
    • Adding co-PIs, Senior Personnel, and Other Authorized Users (OAUs)
    • Uploading required and optional proposal documents
    • Creating budgets
    • Checking proposal compliance
    • Adding subawards
    • Linking collaborative proposals
    • Enabling Sponsored Project Officer (SPO)/Authorized Organizational Representative (AOR) access

     What You Need to Know About the New Research.gov Demo Site

    • All users must sign in to Research.gov with an NSF ID or primary email address to access the demo site.
      • Users without an NSF account (i.e., NSF ID) will first need to register for one to use the demo site.
      • Users who already have an NSF ID must not register for another NSF ID for demo site use. As a reminder, each individual user of NSF systems (e.g., FastLane and Research.gov) should not have more than one NSF ID, per the NSF Proposal & Award Policies & Procedures Guide Chapter I.G.3.
    • A red “Proposal Preparation Demo Site” banner is at the top of each demo site page to indicate the user is using the demo site.
    • Each user will be given the PI role for demo site purposes only. No other user roles (e.g., SPO and AOR) are available on the demo site or are needed to use the demo site.
    • The demo site does not support proposal submission to NSF and will not trigger any system-generated email notifications.
    • Proposals created on the demo site will be deleted after six months. Neither NSF staff nor users will be able to access deleted proposal data from the demo site.
    • Demo site proposals will not be available on the actual Research.gov Proposal Submission System, and proposals cannot be transferred between the demo site and the actual system.
    • For further demo site details, please see the demo site Frequently Asked Questions (FAQs) available via the Research.gov About Proposal Preparation and Submission page left navigation menu. A set of topic-specific video tutorials is also available.

    Accessing the Research.gov Proposal Preparation Demo Site

    To access the Research.gov demo site, you must have an NSF account (i.e., NSF ID) and be signed in to Research.gov.

    • If you do not have an NSF account:
    • Open Research.gov.
    • Use the Register tab located on the top right of the screen to create an NSF account.
    • Input the requested account registration information.

    Important Note: Your primary registered email address will be used for NSF account notifications including password resets and can be used to sign in to Research.gov. Please ensure that you have ongoing access to your primary registered email (e.g., a personal email address), even if you change organizations. Refer to the Research.gov About Account Management page for additional registration guidance.

     Retirement of FastLane Demo Site

    The FastLane demo site has been retired, however, we encourage you to try the new Research.gov proposal preparation demo site. In accordance with Important Notice No. 147: Research.gov Implementation Update, NSF is taking proactive steps to incrementally move the preparation and submission of all proposals from FastLane to Research.gov.

     Enhancements Coming Soon to Research.gov

    Effective in late November 2020, NSF will:

    • Enable the following proposal types on Research.gov and on the new Research.gov proposal preparation demo site:
      • Rapid Response Research (RAPID)
      • EArly-concept Grants for Exploratory Research (EAGER)
      • Research Advanced by Interdisciplinary Science and Engineering (RAISE)
    • Remove the font type and font size compliance checks and associated warning messages per feedback from the research community.

    Revision of NSF Award Terms and Conditions

    The Office of Management and Budget (OMB) mandated awarding agencies adopt recent revisions to 2 CFR §200; Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance) effective November 12, 2020.  The purpose of this message is to make you aware that the Research Terms and Conditions (RTCs) have been revised by the participating agencies for consistency with the revised 2 CFR §200.  NSF serves as the steward of these terms and conditions, and maintains the RTC website on behalf of all of the participating agencies.  At this time, the agencies participating in this activity include the: U.S. Department of Commerce/National Oceanic and Atmospheric Administration & National Institute of Standards and Technology; U.S. Department of Energy; National Aeronautics and Space Administration; National Science Foundation; U.S. Department of Health and Human Services/National Institutes of Health & Food and Drug Administration; U.S. Department of Agriculture/National Institute of Food and Agriculture; and the U.S. Department of Homeland Security.  Agency implementation statements provide specific details on how participating agencies are implementing the revised RTCs. In accordance with this requirement, the updated RTCs, which implement the changes to 2 CFR §200, will be fully effective beginning November 12, 2020. This includes the following documents: 

    • RTC Overlay to 2 CFR §200;
    • RTC Appendix A: Prior Approval Matrix;
    • RTC Appendix B: Subaward Requirements;
    • RTC Appendix C: National Policy Requirements; and
    • Agency Specific Requirements for the participating agencies.

     While the Uniform Guidance outlines provisions that are specific to research, these Research Terms and Conditions: 

    • Incorporate the entire Uniform Guidance by reference, clarifying or supplementing select provisions where appropriate and consistent with government-wide research policy;
    • Apply to an award when included as part of the award or when incorporated in the award by reference. Use of the RTCs is envisioned as a streamlined approach that supports the implementation of the Uniform Guidance by providing clarification, supplementary guidance, and, where appropriate, selected options, while meeting the spirit and intent of a uniform implementation;
    • Include flexibility for additional individual agency clarification through the incorporation of agency specific requiremen

    • Please note that the previous version of the RTCs incorporated the full set of OMB Frequently Asked Questions (FAQs) by reference. This set of FAQs has not yet been updated to align with 2 CFR §200, and, as such has been deleted from the RTC Overlay.

    Revision of NSF Award Terms and Conditions

    The following sets of NSF Award Conditions have been updated for consistency with the revised 2 CFR §200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.

    • Grant General Conditions (GC-1);
    • Cooperative Agreement Financial and Administrative Terms and Conditions (CAFATC); and
    • Cooperative Agreement Modifications and Supplemental Financial and Administrative Terms and Conditions for Major Multi-User Research Facility Projects and Federally Funded Research and Development Centers.

    The revised terms and conditions will apply to all new NSF awards and funding amendments to existing awards made on or after November 12, 2020.

    The terms and conditions incorporate revised 2 CFR §200 coverage including: requirements for award termination and enforcement; compliance with Section 889 of the National Defense Authorization Act (NDAA) which prohibits the use of Federal assistance funding on certain telecommunications and video surveillance services or equipment;  as well as other significant changes and clarifications.  All sets of award conditions are accompanied by a summary of changes made to that document.

    NSF will separately announce the release of the Agency Specific Requirements to the Research Terms and Conditions (RTC), as well as the Administration of NSF Conference or Group Travel Award Grant Conditions (FL-26).

    Change in Facilities and Administrative (F&A) Cost for Clinical Trials

    After careful consideration, we are changing the facilities and administrative (also known as "F&A" or "indirect costs") rate for Clinical Trials from 25% total direct costs (TDC) to 30% TDC, effective November 1, 2020. The rate reflects the first increase in over a decade and brings Stony Brook University in line with the rate being charged by many of our national peers, and it applies to both sponsor-initiated and investigator-initiated clinical trials where the primary sponsor is for-profit.

    The new 30% TDC is available for use now on an optional basis, but will become mandatory for trials whose full proposals are submitted to OSP on and after November 1, 2020. The lead time is intended to allow for smooth completion of proposals and budget negotiations for clinical trials already in process. If you have not yet budgeted your trial, we recommend using the new rate now.

    Ongoing active clinical trials will retain their current F&A rate of 25% TDC until their existing statement of work is complete (even if that occurs after November 1, 2020). However, trials that propose new substudies or additional scopes of work after 11/1/2020 will be subject to the new rates for the new scopes of work. 

    All other agreements will continue to use the University's standard F&A rates. F&A rates can be accessed here .

    National Science Foundation (NSF) Updates to the Research Performance Progress Report (RPPR) - Effective October 5th

     Effective October 5, 2020, the National Science Foundation (NSF) will enhance the Project Reporting System in Research.gov to implement the revised Research Performance Progress Report (RPPR). The RPPR is a uniform format for reporting performance progress on Federally funded research projects and research-related activities. NSF awardees use the RPPR to prepare and submit annual and final project reports to NSF. Further details about the RPPR can be found on the Research.gov About Project Reports website.

     New Question for Project Reports with Active Other Support Changes

     On October 5, 2020, NSF will add the following new question to the Edit Participants screen: Has there been a change in the active other support of the PI/PD(s) since the last reporting period?  If Principal Investigators (PIs)/Project Directors (PDs) and co-PIs/co-PDs select “Yes,” they will be required to upload their most up-to-date Current and Pending Support document in an NSF-approved format to notify NSF that active other support has changed since the award was made or since the most recent annual report.

    Current and Pending Support documents not in an NSF-approved format will trigger a compliance error preventing document upload and submission of the annual or final project report.

    The NSF-approved formats for Current and Pending Support are SciENcv: Science Experts Network Curriculum Vitaeand an NSF fillable PDF.

    The NSF Current and Pending Support website includes additional information as well as links to system-related Frequently Asked Questions (FAQs) for both NSF-approved formats. A set of policy-related FAQs related to current and pending support is also available.

     Additional New Questions from the Revised RPPR

     Beginning October 5, 2020, NSF will also add the following three questions to the "Impact" and "Changes/Problems" tabs:

    •  What was the impact on teaching and educational experiences? (Impact tab);
    • What percentage of the award’s budget was spent in a foreign country? (Impact tab); and
    • Has there been a change in primary performance site location from that originally proposed? (Changes/Problems tab).

  • National Science Foundation - Important Notice (IN) 147, Research.gov Implementation Update

    NSF is now taking proactive steps to incrementally move the preparation and submission of all proposals from FastLane to Research.gov with a tentative target date for completion by 2022.  In support of this effort, in the coming weeks and months, NSF will begin making changes to specific funding opportunities to require the use of Research.gov for the preparation and submission of proposals to NSF.1 The Directorate for Biological Sciences (BIO) will soon require the use of Research.gov for the preparation and submission of proposals in response to its core programs that do not have deadline dates. NSF funding opportunities will clearly specify whether submission via Research.gov is available or required.

  • National Science Foundation Updates

    Effective October 5, 2020, the National Science Foundation (NSF) will begin enforcing the Proposal & Award Policies & Procedures Guide (PAPPG) (NSF 20-1) requirement to use NSF-approved formats for the preparation of the Biographical Sketch and Current and Pending Support proposal documents. The NSF-approved formats are SciENcv: Science Experts Network Curriculum Vitae and an NSF fillable PDF.

    All other PAPPG (NSF 20-1) changes were effective on June 1, 2020. Please refer to the complete list of PAPPG (NSF 20-1) significant changes and clarifications which include the IT system changes and other policy-related changes. A set of Frequently Asked Questions (FAQs) on proposal preparation and award administration related to NSF PAPPG (NSF 20-1) is also available and includes Biographical Sketch and Current and Pending Support information.

    Biographical Sketch and Current and Pending Support Websites

    • The NSF Biographical Sketch and Current and Pending Support websites include links to the NSF-fillable PDF formats, updated FAQs, and instructions.  For the fillable PDF formats, NSF recommends users download and save the blank PDF document prior to adding content. Populating content directly into a web browser (e.g., Chrome or Safari) may result in formatting inconsistencies. The completed and saved PDF can then be uploaded via FastLane, Research.gov, or Grants.gov.  Beginning on October 5, 2020, links to the Biographical Sketch and Current and Pending Support websites will also be located in FastLane (on the Biographical Sketch and Current and Pending Support Personnel pages), in Research.gov (on the Biographical Sketch and Current and Pending Support Upload pages), and in Grants.gov (on the NSF Senior Key Person Profile form version 2.0).

    Change of Principal Investigator (PI) and Add/Change Co-PI Requests

    • Effective October 5, 2020, Biographical Sketch and Current and Pending Support documentation must also be in an NSF-approved format when uploaded with a Change of PI and an Add/Change co-PI request in FastLane.

    Research Performance Progress Report (RPPR) Submissions with Active Other Support Changes

    • Effective October 5, 2020, PIs and co-PIs must include an NSF-approved format for Current and Pending Support when notifying NSF that active other support has changed since the award was made, or since the most recent annual report.
    • This new requirement serves as NSF’s implementation of the revised RPPR, a uniform format for reporting performance progress on Federally-funded research projects and research-related activities.

    Automated Compliance Checks for NSF-approved Formats

    Biographical Sketch and Current and Pending Support documents not in an NSF-approved format will trigger a compliance error and ultimately will prevent proposal submission or completion of the post-award action. This compliance check applies to proposals, Change of PI requests, Add/Change co-PI requests, and relevant RPPR submissions.

    • Note that automated compliance checks also apply when a proposal file update (PFU) is performed on a proposal. Proposers should be aware that if a proposal was previously submitted successfully, a PFU performed on the proposal will be prevented from submission if the proposal does not comply with the compliance checks in effect at the time.

    NSF-approved Format Updates

    Based on feedback from the research community, NSF has enhanced both approved formats, and users are encouraged to use the latest versions. Please see the system-related FAQs on using SciENcv and the system-related FAQs on using the NSF fillable PDF for a list of the improvements to each format. In particular, note the permitted use of “et al.” for publication citations in the Biographical Sketch when listing multiple authors. Senior personnel who wish to include publications in the products section of the Biographical Sketch that include multiple authors may, at their discretion, choose to list one or more of the authors and then "et al." in lieu of including the complete listing of authors' names.



    SciENcv Enhancements

    The SciENcv module for creating NSF Biographical Sketch and Current and Pending Support documents will be updated prior to October 5, 2020; however, all SciENcv-generated Biographical Sketch and Current and Pending Support PDF documents created on or after April 1, 2020 remain compliant in NSF systems.



    Prior to the October 5th requirement to use the NSF-approved format, SciENcv will make a number of enhancements that include:

    • ability for users to reorder products and appointments in the Biographical Sketch
    • ability for users to edit long author citations imported from ORCID on the Biographical Sketch and add “et al.”



    • addition of a Current and Pending Support tool tip to provide clarification and guidance on how users should document support under a fiscal year calendar

    Please see the system-related FAQs on using SciENcv for details.



    As a reminder, the SciENcv tool integrates with ORCID, enabling users to populate the Biographical Sketch by importing data directly from ORCID records rather than having to manually enter all the required information. This helps reduce administrative burden associated with the Biographical Sketch preparation process. Additionally, SciENcv allows users to grant access to delegates to assist with maintaining and updating data. SciENcv also offers users a dynamic and more customized PDF. For example, users with fewer Current and Pending Support entries may elect to use SciENcv to generate their Current and Pending Support PDF document since SciENcv will produce a PDF without any blank pages. Conversely, the Current and Pending Support fillable PDF will always be 15 pages regardless of how much data is included.



    Latest NSF Fillable PDF Version

    Revised NSF fillable PDF formats were released on May 1, 2020; however, the previous versions remain compliant in NSF systems.

    • The May 1, 2020 version is indicated by "Revised 05/01/2020" printed on the first page of each form.

    NSF Implementation of M-20-26

    The Foundation has issued guidance on NSF’s implementation of the Office of Management and Budget (OMB) Memorandum (M-20-26), entitled, Extension of Administrative Relief for Recipients and Applicants of Federal Financial Assistance Directly Impacted by the Novel Coronavirus (COVID-19) due to Loss of Operations.  NSF remains committed to working with the Administration, other federal agencies, and the research community to effectively respond to the COVID-19 national emergency.  This guidance is to implement updated guidance authorized by OMB Memorandum M-20-26 for recipients affected by COVID-19.  The guidance extends two of the short-term administrative relief from specific requirements contained in 2 CFR Part 200, Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards, without compromising accountability requirements. These extensions, that go beyond what OMB previously outlined in Memorandum M-20-17, specifically pertain to the allowability of salaries and other project activities and single audit submission.  In order to support charges against NSF awards, recipients are reminded of their responsibility to maintain appropriate records and documentation to support the charges in accordance with institutional policies and procedures. OMB Memoranda M-20-17 and M-20-20 have been rescinded.

    NSF has worked with colleagues at the National Institutes of Health to develop a consistent implementation which they will be issuing separately.

  • NSF has extended the upcoming proposal deadline for the Faculty Early Career Development Program (CAREER) until 5:00 p.m. submitter's local time on Tuesday, August 11, 2020. 

    Please note that the eligibility requirements specified in the solicitation remain unchanged, and proposers must meet all of the eligibility requirements as of the original deadline of July 27, 2020. The Departmental Letter that must be submitted by the Department Chair (or equivalent) must use July 27, 2020 to determine eligibility, regardless of whether the CAREER proposal is submitted before, on, or after July 27, 2020. An untenured assistant professor on July 27, 2020 is eligible to submit a CAREER proposal even if the Principal Investigator is tenured/promoted in the fall. A new faculty member who starts on July 28, 2020 or later is not eligible to submit a CAREER proposal this year.

    In order to ensure timely proposal review and decision making, NSF strongly encourages submission of CAREER proposals on or before the original deadline of July 27, 2020.NSF will not consider requests to extend the deadline date beyond 5:00 p.m., submitter’s local time on August 11, 2020, except as outlined in PAPPG Chapter I.F.3.

  • The fringe benefit rates for FY 2021 and FY 2022 have been approved by DHHS and become effective July 1st, 2020, in conjunction with the beginning of the fiscal year observed by SUNY. SBU's policy is to use the approved fixed and provisionally approved rates only. 
     
    The RF Central Office has advised us that, while the NYS fringe benefits rate has been approved, the Office of the State Controller will update their webpage closer to July 1st. We will share the information as soon as it becomes available.

  •  NSF has released an announcement about moving the roll out date of the NSF required biosketch and current and pending templates to October 1. However, please encourage your faculty to use the new templates so that we can troubleshoot and share concerns/comments with NSF. Please contact your OSP Specialist with any questions regarding this notice. We would appreciate your sharing this information as rapidly and as broadly as possible.

    Dear Colleagues:

    On June 1, 2020, NSF will implement the Proposal and Award Policies and Procedures Guide (PAPPG) (NSF 20-1) for proposals submitted or due on or after this date. The revised PAPPG implements a variety of changes and clarifications, the highest profile of which requires use of an NSF-approved format for the preparation of the biographical sketch and current and pending support.

    Due to the COVID-19 pandemic and the ensuing stress on proposers, the research community has not been able to adequately prepare and train their staff for the implementation of the new requirements.

    NSF has therefore made the decision to delay the requirement to use NSF-approved formats for the biographical sketch and current and pending support sections of NSF proposals until October 1, 2020. Proposers must continue to format these documents in accordance with PAPPG requirements (see PAPPG sections II.C.2.f and II.C.2.h). NSF encourages the community to use these formats and continue to provide valuable feedback as we enhance them for future implementation.

    Over the coming week, NSF will make updates to existing policy guidance, websites and Frequently Asked Questions (FAQs) to reflect the change. NSF will communicate further with the community once these updates have been made.

    Webinars covering the use of NSF-approved formats as well as all of the significant changes to the PAPPG are available on the NSF Policy Outreach website.

    NSF will continue to implement all other changes to the PAPPG beginning June 1, 2020, including the following:

    • New requirement for proposing organizations to submit government-wide representations and certifications in the System for Award Management (SAM);
    • New requirement for providing e-mail documentation of Program Officer approval for the submission of RAPID and EAGER proposals; and
    • Clarifications to current and pending support coverage as well as other changes throughout the document.

  • Updated Graduate Student Tuition Rates - Aug 06, 2019

    The Fall 2019-2020 tuition rates have been very recently posted. The new tuition rate to be charged to new and renewal proposals submitted to sponsors on or after August 26, 2019 is $5,652/year/student (or $2,826 per semester). This rate will be held constant throughout the lifetime of the award if funded.
